The proposed rule or rules shall be publicly announced by the Supreme
Court on September 15 next following such Judicial Conference (or, if
such day be a Saturday, Sunday or legal holiday, on the first day
thereafter that is not), and the court shall, on the same day, cause
true copies thereof to be delivered to the President of the Senate, the
Speaker of the General Assembly, and the Governor.
